Overview
Franchise Owner Beth Copeland oversees a growing in-home care business, Griswold Home Care, spanning across Delaware and Maryland. With over 200 caregivers and 15 office staff, Beth’s mission is rooted in personal experience and professional purpose: helping people age with dignity — at home. As business expanded, the administrative complexity around compliance, payroll, and benefits became overwhelming. After cycling through multiple national providers who failed to understand the nuances of her industry, Beth found in BBSI a partner that listened, provided tailored solutions, and delivered. “This is a people business,” Beth says. “When your product is your people, everything — from payroll to compliance — has to support them. BBSI [has] that.”
About Beth Copeland and Griswold Home Care

Beth Copeland’s career started in nursing, shifted to hospital administration, and then to consulting for large healthcare systems. After raising her family, she purchased the Delaware franchise location of Griswold Home Care in 2019.
Rooted in Beth’s personal experiences with the healthcare system and a deep commitment to senior dignity, Griswold Home Care now provides non-medical in-home care services across 33 areas in Delaware and the lower Eastern Shore of Maryland.
“My grandfather’s last words were, 'Please, don’t let me die here.' He passed in the hospital that night. That moment stuck with me; it’s why I do what I do today.”
Growing Pains
After opening in 2019, Beth Copeland quickly found the business on a steep growth trajectory. Her workforce soon crossed the 50-employee threshold, which brought a wave of new responsibilities and compliance challenges. Managing Affordable Care Act (ACA) requirements for part-time caregivers became increasingly difficult, especially when paired with tracking benefit eligibility and onboarding new employees.
What’s worse, the administrative burden began to take time and energy away from Beth’s core mission. She needed real support from a provider who understood her workforce and could help her stay compliant, so she could get back to what was most important.
A Cycle of Frustration
In an effort to regain control, Beth cycled through several professional employer organizations (PEO). One started strong, offering initial hope, but the quality of service declined significantly after the company was acquired by a large payroll firm.
Another PEO was a national name but lacked personal touch, offering disconnected support, long wait times, and frequently miscommunicated information that confused Beth’s staff.
Across the board, cost transparency was poor, and Beth never felt like she was getting what she paid for. Eventually, feeling out of options, she returned to a former provider just to maintain some semblance of continuity.
“I was spending more time managing my provider than they were saving me. I was paying for a glorified payroll service, at a premium.”
The Turning Point
Beth’s story took a turn at an industry conference, where she met a representative from BBSI. Unlike the vendors she had encountered before, this rep listened.
That moment of genuine engagement marked the beginning of a true partnership — one built not on transactions, but on understanding and support.
A local team of professionals was assigned to her business; real people who answered the phone when she called. They even visited her office in person to understand the unique dynamics of Griswold Home Care.
BBSI rebuilt her benefits workflows to better support her part-time workforce, provided an intuitive HR and payroll platform that her team preferred, and helped her navigate ACA compliance across state lines.
“When I send a question, I get an answer, always. That never happened before. We actually know who’s supporting us, and they know our business.”
A Smooth Transition
Beth had been through her fair share of PEO transitions in the past, and many of them were difficult. Shifting hundreds of employees into a new payroll system often came with confusion, frustration, and disruption to the business.
But BBSI’s onboarding experience stood out. The team was proactive and highly involved, anticipating challenges before they became issues. As a result, what could have been a painful transition turned out to be smooth and stress-free.
“We moved hundreds of employees into a new payroll system, and it was almost painless,” Beth says. “That never happens.”
She credits BBSI’s hands-on approach and preparedness for making the transition seamless.
The Results
Increased Operational Efficiency
Before BBSI, Beth’s internal team often acted as tech support for employees struggling to navigate clunky systems. In many cases, she was even writing benefits letters herself, just to ensure her workforce had accurate information.
Today, that burden is gone. BBSI’s payroll and HR system is intuitive and user-friendly, even for staff who aren’t tech-savvy. Instead of troubleshooting login issues, her team can focus on hiring and growth, and Beth is free to focus on leading her business.
“Our recruiter was constantly putting out fires,” Beth recalls. “Now she can finally do the job I hired her for.”
Benefits Management & Compliance
Before BBSI, misinformation about ACA eligibility led to angry caregiver calls and hours of clarification. Beth wanted to stay compliant, but the complexity of managing eligibility rules for a largely part-time workforce was overwhelming.
“I like reading about new labor laws, but I don’t want to worry if I’m doing something wrong,” Beth says.
Now, thanks to BBSI’s deep understanding of the care model, Beth receives proactive, accurate communications and clear guidance. She hasn’t had a single benefits eligibility complaint since making the switch.
“With BBSI, I know I’m covered,” she says. “That’s huge for us.”
Scalability & Strategic Growth
With a solid operational foundation in place, Beth recently expanded her business into Maryland. What could have been a daunting move, full of navigating new state laws and setting up HR infrastructure, was instead a confident step forward thanks to BBSI’s support.
“They told me exactly what I needed to do — and what not to do — to stay compliant,” Beth says. “That gave me the confidence to grow.”
She now feels empowered to scale her Maryland location, knowing BBSI is handling the details that keep her business compliant and her team supported.
Advice to Other Business Owners
Beth doesn’t just recommend BBSI — she actively champions BBSI to her peers and even to her franchise’s corporate leadership.
“I’ve told corporate: get rid of the other providers,” she says. “This is the only company you need. I’ve seen what’s out there, and BBSI is the only one that delivers real value.”
Her advice to other business owners is not to settle. Avoid call centers and subscription-style services that offer one-size-fits-all solutions. Instead, partner with a team that listens, understands your industry, and delivers personalized support.
“Transparency, responsiveness, and local support matter more than you think.”
